Summary of Travelling Allowance Rules w.e.f. 01.09.2008
- TA to Central Government servant on retirement may be availed of by a Government servant who is eligible for it, at any time during his leave preparatory to retirement, or within one year of the date of his retirement and powers to extend the time limit of one year will be exercised by the Administrative Ministries/ Departments with the approval of the FA concerned, in individual cases attendant with special circumstances. The same thing will also be applicable in case of family of the deceased Govt. servant.
- Travel by Premium Trains by Central Government servants on Official Duty/Tour/Training/Transfer etc. is not allowed and therefore, the fare charged for Premium Trains by the Indian Railways for the journey performed by Premium Trains shall not be reimbursable
- Submission of Boarding Passes as proof of having undertaken the journey by air is a requirement under the rules and procedures for passing TA claims
- Concessions related to Travelling Allowance on First Appointment, Travelling Allowance for Journey on Transfer, Road Mileage for Transportation of Personal Effects on Transfer as per para 2(v) and (vi) of this Department's OM No. 11(2)197-E.II(B) dated 22.07.98, as amended from time to time, shall extend to the Civilian Central Government employees posted in Ladakh region of the State of Jammu & Kashmir also w.e.f. September 1, 2008.
- The pensioners re-employed to posts, where holding of a post under the Central Government is a pre-requisite for such re-employment or where the Recruitment Rules of the post to which the pensioner is re-employed provides this as one of the qualifications, would be entitled to Travelling Allowance subject to the following:-
- The entitlement for Travelling Allowance would be with reference to the post last held and the last pay drawn under the Government , at the time of retirement.
- The provisions of SR 116 of the TA Rules, as admissible to Govt. officials on transfer in public interest, would be applicable.
- If 'TA on Retirement' has already been claimed by the re-employed pensioner from the office/organization from where he has retired/superannuated, no additional TA would be admissible on expiry of the term of his re-employment. If the re-employed pensioner has not claimed 'TA on Retirement' within six months of his retirement and he is re-employed under the Central Govt. before the expiry of six months from his date of superannuation /retirement, he can claim 'TA on Retirement' after expiry of the term of his re-em ployment , with reference to the post held at the time of retirement and pay last drawn at the time of retirement, in terms of Gol Order No. 2 below SR 147. In such an event, the 'TA on Retirement ' would be reimbursed by the office/organization from where the re-employed pensioner had retired/superannuated.
- Reimbursement of Taxi/Auto Charges from Residence to Railway station/Air port, etc , and back headquarter station as well as for the Railway station/Airport etc , to the place of stay and back at the station of tour will continue to be applicable in addition to reimbursement of taxi/ travel charges within the city.

The revised Travel entitlements are subject to following: -
- In case of places not connected by rail, travel by AC bus for all those entitled to travel by AC II Tier and above by train and by Deluxe/ordinary bus for others is allowed.
- In case of road travel between places connected by rail, travel by any means of public transport is allowed provided the total fare does not exceed the train fare by the entitled class.
- Henceforth, all mileage points earned by Government employees on tickets purchased for official travel shall be utilized by the concerned department for other official travel by their officers. Any usage of these mileage points for purposes of private travel by an officer will attract departmental action. This is to ensure that the benefits out of official travel, which is funded by the Government, should accrue to the Government
- All Government servants are allowed to travel below their entitled class of travel.

In supersession of S.R.46 and the Government of lndia's Order thereunder, the grade pay ranges for travel by public /bus/auto/rickshaw/Scooter/motor cycle, full taxi/taxi/own car is revised as indicated below:

Mileage allowance for road journeys shall be regulated at the following rates in places where no specific rates have been prescribed either by the Director of Transport of the concerned State or of the neighbouring States:

In case of stay/journey on Government ships, boats etc. or journey to remote places on foot/mules etc for scientific/data collection purposes in organization like FSI, Survey of India, GSI etc., daily allowance will be paid at rate equivalent to that provided for reimbursement of food bill. However, in this case, the amount will be sanctioned irrespective of the actual expenditure incurred on this account with the approval of the Head of Department/controlling officer. - T.A. on Transfer
- Accommodation and Mileage Allowance Entitlements:
- Accommodation and Mileage Allowance entitlements as prescribed for TA on tour at Para(2) of ANNEXURE to DoE Memo F.No.19030/3/2008-E.IV dt. 23.09.2008, except for International Travel, for journey on tour by different modes will also be applicable in case of journeys on transfer. The general conditions of admissibility prescribed in S.R.114 will, however, continue to be applicable.
- The provisions relating to small family norms as contained in para 4(A) of Annexure to M/o Finance O.M. F.No. 10/2/98-IC & F.No. 19030/2/97-EIV dt. 17th April 1998 , shall continue to be applicable .
- Transfer Grant and Packing Allowance:
- The Composite Transfer Grant shall be equal to one month's pay as defined in Rule 3(8) of Central Civil Services(Revised Pay) Rules,2008 and includes the revised non-practicing allowance, if any, admissible in addition in case of transfer involving a change of station located at a distance of or more than 20 km from each other.
- In cases of transfer to stations which are at a distance of less than 20 kms from the old station and of transfer within the same city, one third of the composite transfer grant will be admissible, provided a change of residence is actually involved.
- At present, only one transfer grant is permitted if the transfer of husband and wife takes place within 6 months of each other from the same place to the same place. With effect from the date of implementation of these orders, in cases where the transfer take place within six months, but after 60 days of the transfer of the spouse, fifty percent of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. The existing provisions shall continue to be applicable in case of transfers after a period of six months or more. Other rules precluding transfer grant in case of transfer at own request or transfer other than in public interest, shall continue to apply unchanged in their case.

- Transportation of Conveyance:
In partial modification of S.R.147, the expenditure on transportation of conveyance by government servants on their retirement shall be reimbursed without insisting on the requirement that the possession of the conveyance by them while in service at their last place of duty should have been in public interest. - Lumpsum Transfer Grant and Packing Allowance:
- The composite transfer grant equal to a month's pay last drawn as defined in Rule 3(8) of Central Civil Services(Revised Pay) Rules,2008 and includes the revised non-practicing allowance, if any, admissible in addition may be granted in the case of those employees who, on retirement, settle down at places other than the last station(s) of their duty located at a distance of or more than 20 kms. The transfer incidentals and road mileage for journeys between the residence and the railway station/bus stand, etc., at the old and new station, presently admissible are subsumed in the composite transfer grant and will not be separately admissible.
- As in the case of serving employees, government servants who, on retirement, settle at the last station of duty itself or within a distance of less than 20 kms may be paid one third of the composite transfer grant subject to the condition that a change of residence is actually involved.

OMs in continuation of 19030/3/2014-E./IV dated 08.10.2014:
In case, a Government servant is unable to submit the Boarding Pass along with TA Bill, he can submit a self-declaration certificate in lieu of Boarding Pass along with TA Bill. The proforma for self certification is enclosed as Annexure. The proforma needs to be countersigned by the Controlling Officer in case of officials below the Under Secretary level (i.e. from Pay level 10 and below)
These instructions will be applicable in respect of journey on tour performed by employees of Central Government.
