Department of Posts & Telegraphs
No. 21/6/70-SR
Dated: 31st March 1970
Subject: Collective or Joint Representations by Departmental Officials — Service Discipline.
The undersigned is directed to refer to representations received from various officers and employees of the Department of Posts and Telegraphs in the form of collective or joint petitions and to state that such collective representations, group complaints and mass petitions by Government servants are discouraged.
Government servants are expected to submit their representations individually, following proper channel, and in a manner consistent with the discipline, hierarchy and administrative propriety required under the service rules.
Mass petitions or group communications, especially when presented with multiple signatures:
• are not to be entertained as routine departmental representations, and
• have a tendency to undermine established service discipline and administrative procedures. All Chief Postmasters, Divisional Officers and disciplinary authorities are therefore instructed that:
1. Group or collective representations by departmental staff shall not be accepted or acted upon as departmental grievances.
2. Such communications should be returned to the signatories with advice to submit individual representations through proper channel.
3. In case of departmental disagreements or grievances, the normal service rules and channel of communication should be followed.
This issues with the approval of the competent authority.
