Sub: Clarification regarding financial powers of HOC and HOD in connection with conveyance of Mail under Road, Rail Air.
Ref: IFW OM NO. 6-2/2025-FA(P) dated 28/3/2025.
1. Kindly refer to the above-cited IFW OM regarding the existing provisions relating to the Delegation of Financial Powers to Heads of Circles (HOCs) and Heads of Departments (HODs).
2. In this regard, it is informed that consequent upon the revision of Object Heads, the budgetary provisions that were earlier classified under Object Head 28 (Postal Services) under Minor Head Conveyance of Mails have now been, shifted to Rent for Others(OH-18) - Conveyance of Mails under Minor Head 3201-02-103, which includes:
(i)Rail (Sub Head 3201-02-103-01 ),
(ii)Air (Sub Head 3201-02-103-02),
(iii)Road, including RTN (Sub Head 3201-02-103-03).
3. In view of the above, it is hereby clarified that the financial powers delegated under SI. No. 35 (i) to (iii) of Schedule IIA, which were earlier applicable to Object Head 28, shall now be deemed to apply to Rent for Other (OH-18) - Conveyance of Mails.
This clarification is issued to ensure continuity in delegation and to facilitate smooth and efficient handling of operational requirements without any ambiguity.
This issues with the approval of the competent authority.
