संचार मंत्रालय (डाक जिभाग) अजधसूचना नई दिल्ली, 31 िुलाई, 2026 का.आ. 4241(अ).— महाजनिेिक, डाकघर अजधजनयम, 2023 (2023 का 43) की धारा 13 द्वारा प्रित्त िजियों का प्रयोग करते हुए, केंद्रीय सरकार के पूिाानुमोिन से, डाकघर जिजनयम, 2024 का और संिोधन करने हेतु जनम्नजलजखत जिजनयम बनाते हैं, अर्ाात् :-
- 1. (1) इन जिजनयमों का संजिप् त नाम डाकघर (छठा संिोधन) जिजनयम, 2026 है।
- (2) ये 1 अगस्ट्त, 2026 को प्रिृत्त होंगे।
- 2. डाकघर जिजनयम, 2024 में, –
(क) जिजनयम 96 केपश्चात, जनम्नजलजखत जिजनयम को अंत:स्ट् र्ाजपत दकया िाएगा, अर्ाात्: – "96क. भारत पोस्ट्ट पासाल अंजतम मील। - (1) जिजनयम 96 में जनर्िाष्ट भारतीय डाक पासाल सेिा के जसिाय, भारतीय डाक पासाल अंजतम मील सेिा उपलब्ध होगी जिसे पासाल जडलीिरी कायाालय से बुक दकया िा सकेगा या उि कायाालय केस्ट्र्ानीय िेत्राजधकार केअंतगात जडलीिरी हेतु जचजहहत पासाल हब या पासाल प्रोसेससंग केंद्र से बुक दकया िा सकेगा।
- (2) ये सेिाएँ, इस हेतु डाक जिभाग से करार करने िाले र्ोक या कॉपोरेट ग्राहकों के जलए उपलब्ध होंगी।

- (3) भारतीय डाक पासाल अंजतम मील सेिा के जलए जडलीिरी-प्रमाण, बीमा, कैि ऑन जडलीिरी और अहय मूल्य िर्धात सेिाएँ, भारतीय डाक पासाल पर यर्ा लागू फ़ीस के भुगतान पर उपलब्ध होंगी।
- (4) भारतीय डाक पासाल अंजतम मील सेिा के जलए भार स्ट्लैब और डाक महसूल, अनुसूची I की ‘सारणी III क’ में यर्ा जिजनर्िाष्ट होगा।
परहतु यह दक भारतीय डाक पासाल अंजतम मील सेिा पर प्रभाया डाक महसूल आयतजनक (िॉल्यूमेट्ररक) भार या सकल भार, िो भी अजधक हो, के आधार पर जलया िाएगा।
- (5) पासाल, िब तक दक अहयर्ा जिजनर्िाष्ट न दकया गया हो, दिए गए पते पर जडलीिर दकया िाएगा।
- (6) भारतीय डाक पासाल के संबंध में अनुसूची I की सारणी V मेंयर्ा जिजनर्िाष्ट प्रजतकर के उपबंध , इस सेिा पर यर्ािश्यक पट्ररितान सजहत लागू होंगे।”
(ख) अनुसूची I में, –
- (i) सारणी III के स्ट्र्ान पर जनम्नजलजखत सारजणयों को रखा िाएगा, अर्ाात् :-

NOTIFICATION
New Delhi, the 31st July, 2026 S.O. 4241(E).— In exercise of the powers conferred by section 13 of the Post Office Act, 2023 (43 of 2023), the Director General, with the prior approval of the Central Government, hereby makes the following regulations further to amend the Post Office Regulations, 2024, namely: –
- 1. (1) These regulations may be called the Post Office (Sixth Amendment) Regulations, 2026. (2) They shall come into force on the 1st day of August, 2026.
- 2. In the Post Office Regulations, 2024, –
- (a) after regulation 96, the following regulation shall be inserted, namely: –
“96A. India post parcel last mile. – (1) Apart from the service of India post parcel referred to in regulation 96, there shall be the India post parcel last mile which shall be booked at the office of delivery of the parcel or booked at the identified parcel hub or parcel processing centre for delivery within the local jurisdiction of the said office.
- (2) These services shall be available to the bulk or corporate customers, who enter into agreement with the Department of Posts.
- (3) The proof of delivery, insurance, cash on delivery and other value-added services shall be available for India post parcel last mile on payment of fee as applicable to the India post parcel.
- (4) The weight slab and the postage for India post parcel last mile shall be as specified in Table III A of Schedule I.
Provided that the postage chargeable on the India post parcel last mile shall be charged on the basis of the volumetric weight or gross weight, whichever is higher.
- (5) The parcel shall be delivered at the given address, unless otherwise specified.
- (6) The provisions of compensation as specified in Table V of Schedule I relating to the India post parcel shall be mutatis mutandis applicable to this service.”.
- (b) In Schedule I, –
- (i) for table III, the following tables shall be substituted, namely: –
