2. The meeting started with an introductory address by Shri Pradeep Kumar, Deputy Director General (Training and Welfare), followed by a briefing on the 10 agenda items by Ms. Sunita, Director (Welfare and Sports). Each of the items was discussed, and after detailed discussions, unanimous decisions were arrived at. The gist of the discussions is as follows:

Item No. 1. Increase in the limit of max of 30% identified as allotment from Postal Services Staff Welfare Board to Postal Sports Board for the organization of sports events during a calendar year.

The Board was apprised that as on date, up to 30% of the Grant -in-aid received by PSSWB is allotted to PSB. During the last two years, PSB could not fulfil the demands of the Circle Sports Boards for conducting all identified AIP tournaments, and this had led to the cancellation of some events due to a paucity of funds. It was felt that enhancement of this limit from 30% to 40% by PSSWB would resolve the situation.

The Board unanimously decided to send a proposal to the Postal Services Staff Welfare Board to consider revision of the current ceiling from "up to 30%" to "up to 40%."

(Action: Welfare and Sports Section, Department of Posts)

Item No. 2 Release of funds in time by the Directorate for AIP events.

The Board was apprised that, as on date, funds are allotted to Postal Circle Sports Boards on receipt of F&C audited accounts. Issue was faced during last 2 financial years wherein funds could not be allotted as F&C audit could not be conducted even till 3rd quarter. This led to delayed fund allotment and even cancellation of certain events.

The Board unanimously agreed that 50% of the total proposed allotment for a particular event/participation may be allotted to the Circles in respect of AIP Events after receipt of unaudited account statements of the previous financial year, provided F&C audited accounts of the financial year preceding the last financial year have already been submitted. The remaining 50% may be allotted on receipt of F&C audited accounts.

(Action: Welfare and Sports Section, Department of Posts)

Item No.3 Sports players recruited under sports Quota: If agreed, there should be provision for results/ regular time bound participation for those recruited players because in preceding years, it has been seen that after joining in the Department Sports quota players either transfer themselves in their home-town or feel relaxed without even All India Postal Tournament participation.

The Board has observed that the Sports Quota is intended to facilitate the recruitment of sportspersons primarily for their welfare and recognition of their achievements, rather only for continued participation in departmental sports activities. Further, employees recruited under the Sports Quota have the right to request a transfer to their hometown or any other preferred location, in accordance with the applicable rules. No further action is required in this regard.

(Item closed after discussion)

Item No. 4 Implementation of 2hr off instructions to Sports persons/coaches who participate in AIP Tournaments.

The Board was apprised that Consolidated guidelines on two hours off to Sports players and coaches for practice have been issued vide 20-01/2025-WL&Sp dated 14.05.2025. No further action is required in this regard.

(Item closed after discussion)

Item No. 5 Recruitment of Sports Quota players as per the AIP calendar sports.

DDG (P) apprised the Board that recruitment under the Sports Quota is carried out in accordance with the guidelines issued by the DOP&T from time to time, and conducting sports quota recruitment only in some specific tournament would be in violation of DOP&T rules.

Discussion was further carried out upon request of Circle representatives for doing sports quota recruitment with an equal number of vacancies/seats for each of the recognized sporting events. The Board has requested DDG (P) to examine the possibility of the proposal in light of relevant rules

(Action: Personnel Division, Department of Posts)

Item No. 6 TA/DA of players participating in AIP Tournaments to be reimbursed from regular TA/DA funds from their respective offices/units.

The Board was apprised that 3rd AC Train fare and Daily Food allowance are given to players for participation in AIP Tournaments, out of Sports Fund and not from regular TA/DA Funds. As per DOP&T guidelines, TA/DA out of regular TA/DA funds can be granted only in respect of National/International tournaments. Since AIP tournament does not fall under this definition, the same cannot be permitted by the Postal Sports Board by itself.

The Board has unanimously decided to approach DOP&T for considering AIP tournaments for grant of TA/DA from regular TA funds as done for National / Inter national /AICS tournaments.

(Action: Welfare and Sports Section, Department of Posts)

Item No. 7 Mobile Talk time/Data Charge allowance of Rs 400 per month for Section in-charge working in W&S Sections of Postal Directorate/ Postal Circle.

The Board was apprised that Section in charge of Sports Sections require liasoning, data collection and coordination through calls and internet amongst all Postal Circles with workload, sometimes even on weekends, hence grant of an allowance for managing a sim card plan with adequate data pack would be beneficial to such officers.

The Board unanimously agreed to permit payment of Rs. 400 per month allowance out of Sports Fund (Postal Sports Board Fund for SO (W&S), Postal Directorate and respective Circle Sports Board for Section in-charges of Welfare Sections in Circles) with following conditions:

a. Allowance shall be given to only those officers who are not availing any such reimbursement from any other channel.

b. Allowance shall be paid on submission of self-declaration by the incumbent after the end of each month/quarter.

c. In cases where an incumbent has not completed a full calendar month due to transfer/postings/long leave (where link arrangement is carried out) etc., allowance shall be paid on pro-rata basis.

(Action: Welfare and Sports Section, Department of Posts)

Item No.8 Inclusion of Board of Control for Cricket in India, Volleyball Federation of India and All India Carrom Federation in the list of recognized federations.

The Board was apprised that the issue of inclusion of any federation as a recognized one comes under the purview of the Ministry of Youth Affairs and Sports. No further action needed.

(Item closed after discussion)

Item No.9 The 5% sports quota allotted to GDS appointment may be appointed under Selection trials basis in the under 12 sports disciplines (Chess, Volleyball, Athletics & Cycling, Table Tennis, Carrom, Badminton, Weightlifting, Hockey, Kabaddi, Basketball, Cricket and Football) participated by the Tamil Nadu Postal Circle team in the All India Postal Tournaments every Calendar year. The officials under sports quota recruitment may be selected equally in all the 65 sports disciplines prescribed by the Directorate. The above-mentioned 12 sports disciplines may perhaps be given priority.

DDG (Establishment) apprised the Board that there is no provision for sports quota recruitment for GDS. No further action is required in this regard.

(Item closed after discussion)

Item No. 10 Enhancement of Kit Allowance from Rs.1500/- to a higher amount.

The Board has been apprised that allowances were last revised during 2021. For their review now proposals along with tentative financial implications regarding enhancement of kit allowance have been invited from Circles in respect of all 13 AIP sporting events. Proposals received will be examined, and, a final decision will be taken accordingly with the approval of the chairperson, PSB.

(Action: Welfare and Sports Section, Department of Posts)

3. Further, the board was apprised that some of the Circles had transferred funds from their Circle Welfare Board to the Circle Sports Board and now treat the same as a loan. They have now been requesting the Postal Sports Board to provide funds to repay the said loan. It was clarified that the amount transferred by Circles should not be treated as a loan. However, as per the latest orders (3-01/2024-W &S dated 31.01.2025) the practice of such transfer of funds has been completely stopped. No further correspondence with the Postal Sports Board is now required in this regard.

4. The Board was apprised regarding issue of granting Special Casual Leave (SCL) and on-duty permissions to employees representing in national and international tournaments organized by federations such as the Board of Control for Cricket in India (BCCI), Volleyball Federation of India, which are reputed and apex bodies but not in the list of recognized sports as per the Department of Personnel and Training (DOP&T) guidelines. Therefore, Postal Circles are unable to grant SCL or incentives to employees participating in these events.

The Board unanimously agreed that proposals for granting SCL, on-duty permissions, and incentives to such participants may be considered on a case-by-case basis by the Postal Directorate in consultation with DOP&T.

Action: Welfare and Sports Section, Department of Posts)

5. In addition to the above agendas, on the suggestion of the Director General (Postal Services), the Board has decided to explore the possibility of permitting participation of combined teams of multiple Circles in team-based events (Football, Volleyball, Basketball, Cricket, Kabaddi, and Hockey) of AIP Postal Tournaments. The same is likely to enable Circles with less number of players to make a joint team with some other Circle and participate in AIP Tournaments.

The board has assigned the task of examining and preparing a proposal to CPMG, Maharashtra and CPMG North East.

(Action: CPMG, Maharashtra and CPMG North East, Department of Posts)

5. The meeting concluded with a vote of thanks by the DDG (Training and Welfare)
