Subject: Appointment of separate Liaison Officers for OBC.

Sir/Madam,

I am directed to invite your attention to the following instructions of DOP&T regarding appointment of separate Liaison Officer for O.B.Cs.

a)

According to O.M. No. 36035/8/92-Estt.(SCT) dated 10.11.1994 issued by the DOP&T, the Liaison Officers appointed to look after the reservation matters of SC/ST were also entrusted with the responsibility of looking after reservation matters relating to the OBCs. Now the matter has been re-examined and it has been decided that there should be a separate Liaison Officer for reservation matters of OBCs. Steps should be taken to appoint a separate Liaison Officer for OBCs.

b)

The Liaison Officer should not be below the Rank of a Dy. Secretary.

Separate Liaison Officer for the reservation matters of OBCs should be appointed in CPMC office / Regional offices/ Divisional offices and all HRO, RMS, MMS and PA Wing offices.

Keeping in view the above said observations of the Department of Personnel and Training, it may kindly be circulated to all of your subordinate and attached offices to appoint a

separate Liaison Officer for OBCs.

It has the approval of DD & FS) & L.O.(SCT), Department of Posts.

Appointment of Separate Liaison Officers for OBC.

I am directed to refer to this office letter of even no. dated 6.8.2008 on the above mentioned subject and to clarify the doubts raised by some Circles/Regions and subordinate offices regarding instructions of the DOP&T that the Liaison Officer should not be below the rank of Dy. Secretary. As the subordinate offices like Divisional Offices, HROS, RMS and MMS offices do not have the officers of the rank of the Dy. Secretary, it is advised that any officer of the rank of Dy. Secretary of the Circle Office and Regional Office whichever is the controlling office of the unit may be appointed Liaison Officer for OBC. To look after day to day work of the OBCs in subordinate offices where Dy. Secretary level Officer is not available, it is suggested, any Gazetted Officer may be nominated as Assistant Liaison Officer who will work under the Liaison Officer of the Circle/Region.

F. No. SC 16/15/2018-SCT

Government of India Ministry of Communications Department of Posts

To

All Heads of the Postal Circles.

Dak Bhawan, Sansad Marg. New Delhi-110001

Dated: 3 November, 2021

Subject: Instructions regarding responsibilities of the Liaison Officer. Sir/Madam,

I am directed to inform that in compliance of this Directorate letter of even number dated 31st December, 2018, all Circle have nominated separate Liaison Officer for SC/ST/OBC.

2.

In recent past, it has been noticed that there is an increase in the number of SC/ST Employees approaching NCSC & NCST for redressal of their grievances. As a result, frequent notice in which Secretary (Posts) is asked to personally appear before the Commission are being received. During the hearings, it has come to the notice that the Liaison Officer for SC/ST in the Circle is not in the picture while disposing of the representation of SC/ST employees.

3.

It has, therefore, been decided that existence of Liaison Officer for SC/ST in each Circle be given wide publicity and all employees be requested that before approaching to NCSC/NCST or otherwise employees should first approach Liaison Officer for redressal of their grievances.

4.

In case comments of Circle are sought on the representation received from NCSC/ST, Liaison Officer should immediately contact/meet the concerned employee to listen the grievance personally and try to redress the same. Thereafter, the comments of the Circle office along with the action taken by the Liaison Officer on the representation of the employee should be forwarded to this Directorate.

5.

This may please be brought to the notice of all concerned Administrative Authorities/Liaison Officer and the employees for strict compliance. A copy of the instructions regarding the responsibilities of Liaison Officer is also enclosed herewith for strict compliance.

Encl: As above.

Yours faithfully
