Subject: Annual Increase in TRCA of GDS - Clarification - reg

Sir/Madam,

Please refer to your office letter No. EST/1-8/Misc/JP Mf/2023 dated 28.11.2024 on the above mentioned subject. 2. Instruction regarding treatment of strike period in respect of GDS issued vide OM No. 17-37/2018-GDS dated 08.05.2019 of which para 2(i) specifically mentions that the period of absence during the strike will result in the break in engagement. Further, vide letter no. 17-31/2016-GDS (Clarifications) it was clarified that the unauthorized absence/leave without the approval of the engaging authority constitutes break in engagement of a GDS, unless regularized by the competent authority. 3 Since, the para 3 (Annual Increase) of the OM No. 17-31/2016-GDS dated 25.06.2018 states that the next annual increase will be effected after completion of 12 months of continuous engagement. Therefore, for the grant of an annual increase in TRCA, 12 months of continuous engagement are mandatory. As, for the participation in the strike and unauthorized absence constitute break in engagement, therefore, for a GDS who participated in the strike or remained unauthorized absent should not be eligible for grant of annual increase in the TRCA and such case GDS should be granted annual increase only on 1st January or 1st July provided that GDS completed 12 months of continuous engagement before the next annual increase.

This issues with the approval of the competent authority.
