OFFICE MEMORANDUM
Subject:- Re-classification of Saharanpur as "Y" class city for the purpose of
House Rent Allowance - regarding.
The undersigned is directed to invite attention to this Ministry's O.M. No.2(21)/E.II(B)/2004 dated 18.11.2004 & O.M. No.2(13)/2008-E.II(B) dated 29.08.2008 regarding re-classification of cities on the basis of the population figures of 2001 census for the purpose of HRA to the Central Government employees and to say that the Government of Uttar Pradesh vide their Notification No.2176/9-7-09-53J/1998 dated 01.10.2009 reconstituted the area of Saharanpur (M.B.) by adding certain areas within its Municipal limits and re- named it as Saharanpur Municipal Corporation, which resulted in an increase in population of 'Saharanpur Municipal Corporation' to qualify it for classification as 'Y' class city for the purpose of House Rent Allowance to the Central Government employees.
2. The President is, accordingly, pleased to decide that Saharanpur city (within its Municipal limits) shall stand re-classified as "Y" class city for the purpose of grant of House Rent Allowance to the Central Government employees posted there.
3. These orders shall be effective from 1st June, 2011.

The orders will apply to all civilian employees of the Central Government. The orders will also be applicable to the civilian employees paid from the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.

In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

मकान किराया भत्ता प्रदान करने के प्रयोजनार्थ सहारनपुर का "वाई" श्रेणी में पुनर्वर्गीकरण ।
अधोहस्ताक्षरी को केंद्र सरकार के कर्मचारियों को मकान किराया भत्ता प्रदान करने के प्रयोजनार्थ वर्ष 2001 की जनगणना के आधार पर शहरों के पुनर्वर्गीकरण के संबंध में इस मंत्रालय के दिनांक 18.11.2004

ओर ध्यान आकर्षित करने तथा यह कहने का निदेश हुआ है कि उत्तर प्रदेश सरकार ने दिनांक 01 अक्तूबर, 2009 की अधिसूचना सं. 2176/9-7-09-53- जे / 1998 द्वारा सहारनपुर (एम.बी.) क्षेत्र में कतिपय क्षेत्रों को जोड़कर इसकी नगरपालिका सीमाओं को पुनर्निर्धारित कर दिया और इसका पुनः नामकरण सहारनपुर नगर निगम के रूप में कर दिया जिसके परिणामस्वरूप, 'सहारनपुर नगर निगम क्षेत्र की जनसंख्या बढ़ गई और इस प्रकार केंद्र सरकार के कर्मचारियों को मकान किराया भत्ता प्रदान करने के प्रयोजनार्थ इसने "वाई" श्रेणी के शहर के रूप में वर्गीकरण हेतु अहर्ता प्राप्त कर ली है।

तद्नुसार, राष्ट्रपति जी ने निर्णय लिया है कि यहाँ तैनात केंद्र सरकार के कर्मचारियों को मकान किराया भत्ता प्रदान करने के प्रयोजनार्थ सहारनपुर (नगर निगम सीमा के अंतर्गत) "वाई" श्रेणी के शहर के रूप में पुनर्वर्गीकृत माना जाएगा।

ये आदेश 01 जून, 2011 से प्रभावी होंगे।
ये आदेश केंद्र सरकार के सभी सिविल कर्मचारियों पर लागू होंगे। ये आदेश उन सिविल कर्मचारियों पर भी लागू होंगे जिन्हें रक्षा सेवा प्राक्कलनों से भुगतान किया जाता है। सशस्त्र बल के कार्मिकों एवं रेलवे कर्मचारियों के संबंध में आदेश क्रमशः रक्षा मंत्रालय और रेल मंत्रालय द्वारा अलग से जारी किए जाएंगे।

जहां तक भारतीय लेखापरीक्षा और लेखा विभाग में कार्य कर रहे कर्मचारियों का संबंध है, ये आदेश भारत के नियंत्रक एवं महालेखा परीक्षक के परामर्श से जारी किए जाते हैं।
