Subject: Designation of Integrated Financial Adviser (IFA) to DPS (HQ) - reg.
Kind reference is invited to this Directorate OM No. 6-2/2025-FA(P) dated 09.06.2026 regarding Addendum-III to the Delegation of Financial Powers to Heads of Circles (HoCs), Heads of Departments (HoDs) and Divisional Heads in the Department of Posts, wherein Director of Postal Services (HQ) has been designated as Head of Department (HoD) and delegated financial powers accordingly.
2. References have been received from various Circles seeking clarification regarding designation of Integrated Financial Adviser (IFA) to DPS (HQ) and the associated reporting framework.
3. The matter has been examined and it has been decided that provision of IFA to DPS (HQ) shall be made from within the existing PAO framework, as under:
(i) In Circles where the Head of Office of PAO is General Manager (PAF), the concerned Director/Dy. Director shall function as IFA to DPS (HQ). In Circles where the Head of Office of PAO is Director of Accounts (Postal), the Dy. Director in PAO shall function as IFA to DPS (HQ).
(ii) In cases where the posts of DAP/DDAP are vacant, the Head of PAO, as the case may be, shall nominate a suitable officer in the grade of ACAO/Sr. AO/AO/AAO of IFA section/cell to function as IFA to DPS (HQ), ensuring continuity of financial advice.
4. This issues with the approval of the competent authority.
